What is happening to American youth today? There is a mountain of statistics gathered about our children, but it is often hard to know what the numbers mean. Dona Schneider argues that "sound- bite statistics" on teenage pregnancy or child abuse can mislead us and create bad public policy. About the Author:
DONA SCHNEIDER is a professor of Urban Studies and Community Health at Rutgers University. She teaches epidemiology and biostatistics in the New Jersey Graduate Program in Public Health.

A Rutgers urban studies and community health professor, Schneider is well qualified to make sense of the welter of data about how U.S. children live and die, flourish and flounder today. Throughout our history, she notes, "the concept of childhood [has] expanded or contracted depending on the political needs of special interest groups," but childhood was and remains "a variable experience deeply dependent upon race, ethnicity, and family income." As she compiles information about the health, education, and social and economic risks American children face today, Schneider goes beyond statistical averages to pursue "differences in risk based on age, gender, race, ethnicity, and geography" and uses stories of how these abstract risks affect the lives of individual kids to bring her analysis to life. In response to deficit hawks and budget buzzards, she holds that it is possible to identify the children at greatest risk and that we know which programs are most likely to be cost-effective in reducing the risks they face.
