About the Author:
David B. Magleby is nationally recognized for his expertise on direct democracy, voting behavior, and campaign finance. He received his B.A. from the University of Utah in 1973 and his Ph.D. from the University of California-Berkeley. Currently a Distinguished Professor of Political Science, Senior Fellow at the Center for the Study of Elections and Democracy, and Dean of the College of Family Home and Social Science at Brigham Young University, Professor Magleby has also taught at the University of California-Santa Cruz, and the University of Virginia. From 1982 to 2000, Professor Magleby organized and directed the KBYU-Utah Colleges Exit Poll, a statewide poll involving the coordinated efforts of more than 600 students from eight Utah colleges and universities. Most recently, he has directed several major national studies of soft money and interest group issue advocacy in federal elections. During the 1998, 2000, and 2002 election cycle he worked with a consortium of scholars to monitor some of the most competitive U.S. House and Senate races. That research is summarized in his edited books, Outside Money: Soft Money and Issue Advocacy in the 1998 Congressional Elections (2000), The Other Campaign: Soft Money and Issue Advocacy in the 2000 Congressional Elections (2003), and The Last Hurrah? Soft Money and Issue Advocacy in the 2002 Congressional Elections (forthcoming). He has recently been awarded a grant from the Pew Charitable Trusts to conduct similar research in 2004. Professor Magleby lives in Provo, Utah, with his wife, Linda. They are the parents of four children.

David M. O Brien is Leone Reaves and George W. Spicer Professor at the Woodrow Wilson Department of Government and Foreign Affairs at the University of Virginia. He received his Ph.D., M.A., and B.A. degrees in philosophy and political science from the University of California at Santa Barbara and is the author of numerous books, including Constitutional Law and Politics and Storm Center: The Supreme Court in American Politics, winner of the American Bar Association s Silver Gavel Award.

Paul Light is the Douglas Dillon Senior Fellow and founding director of the Center for Public Service at the Brookings Institution. His books include Vice-Presidential Power: Advice and Influence in the White House, also available from Johns Hopkins.
